As long as you have the game in your library, just click on download to bring up the game installation dialogue box and cancel it. It should have been added to your library.
And if you mean adding them without owning the marvelous masterpieces first, no, you must own a game to get or redeem it's dlcs.

The easier way was already mentioned by ProHunter, and then there's also this site: https://steam.madjoki.com/apps/free - it will help you discover more free dlc for the games you own and you can add them one by one or in bulk (up to 50 in one go). Pay attention though, because some dlc can impact the game itself, and sometimes for worse, like this one - but if you accidentally add them, you can always uncheck them in the Steam client before running the game.
