I made a purchase there two weeks ago (Shadow of Mordor for $19 my currency) and it worked fine. I also tried to buy The Evil Within ($16 my currency) but it said it's not available for purchase in my region. So a 50/50.
Not sure this helps about future purchases, but it seems to restrict you from buying keys that won't activate in the potential purchaser's region.

There are few region locked games in Nuuvem, and then they have "region locked to Brazil" info.
But if you only can't add to basket, VPN is enough to get around it, while key is region free.
At least used to be, not sure what current Valve policies will do Nuuvem...

It's a VERY long time since I've seen it go that low.
It really is sad. I've traded games before, and while i have had some bad experiences with faggots sometimes, I've never been scammed.

Lol...actually the price was lower than that during the Exploration sale two weeks ago. But yeah, the price for keys (any kind of key, but especially TF2) will inevitably drop while the price for games will rise. So if you still have keys I suggest you sell them or quickly trade for a few nice games, in a month from now they'll probably be worth half as much while games will be worth twice as much.

It's unfortunate for the folks who have a lot of stock bundled up in trading. However, this restriction exists in almost every other market for hard goods-- it was only a matter of time before it came to all digital avenues as well.
What's annoying is this whole attitude of "WE DESERVE TO TRADE GAMES!" As if creating this semi-lucrative shadow market, dodging all currency regulations and tax stipulations, was somehow not only justified, but an inherent and sacred right. The writing's been on the wall for years. You are allowed to be upset, but the sanctimonious cries of "injustice" are a tad overboard.

It's ok for Valve to try and do things as cheap as possible, but it's not ok for Valve's customers? This is how capitalism works. If you're going to get high and mighty about capitalism, Valve is a privately owned company. Therefore, they are justified in setting any pricing policies they see fit. Just as you are justified in choosing to shop elsewhere.

I came nowhere close to calling you a hypocrite. I asked if you couldn't see the hypocrisy that was contributing to the anger Steam users feel about the region-lock, in Steam basing themselves in Luxembourg to save money, and stopping customers from trying to do something similar. I also wasn't trying to complain about capitalism or capitalist policies in general, I tried to explain the justification for cross region trading that you claimed in your first post didn't exist. I wasn't deflecting anything at you, my first reply was only what I've explained in this post. I've known it's been coming, everyone who has been paying attention has known it's been coming, like you said. I'm just glad I made the absolute most of it while it lasted. I'm not that annoyed about it, they absolutely had to do something because of the ruble and I've already gained a fantastic amount from cross-region trading. It's going to save me money anyway I think, I won't spend as much.

"As most of you know, our developer tools suggest pricing based on market research and purchasing power parity. In the case of territories such as Russia, Brazil, and SE Asia, we suggested pricing that is lower than the direct USD conversion. This is based on our assessment of actual pricing of comparable products in that market. Recently Rubles have hit an all-time low which has been a concern of many game developers. We are still assessing the market to see if suggesting new prices in Russia is right for customers who live in that market. We do not think that pricing based on currency conversion only is the right way to approach the Russian market necessarily.
What we are doing immediately in response to the Ruble drop is limiting trading and gifting from Russia to prevent people from taking advantage of the situation. We have been applying a gifting and trading lock of this type on all newly created packages on Steam since mid-2014. Today we have propped a change that will affect all packages on Steam which will not allow them to be unpacked to an account, if gifted or traded from a lower priced region to a higher priced region. This change is not retroactive and only affects new purchases. It also will not affect customers in that region from gifting a copy to other people in that same region. All customers will have proper warning when they are purchasing a gift prior to checkout in those regions as well. We will continue to assess the situation and make changes if necessary in the future.
