The one selling the games can get banned/suspended from trading but the buyer cannot get punished in any way. Trading with russians is a very good way of saving a few/alot of bucks. I myself recently bought the telltale games collection off a russian seller for 24 TF2 keys (I paid about 42 euro for those keys, I don't have paypal, I have to buy off the steam community market)

I guess I misunderstood your post. If you are the one getting the games and giving the keys then you shouldn't be harmed in any way, I got some games this way too. I was told that if the appid in the US store matches the one in the russian store then it isn't region locked. You can check this yourself if you go here: http://store.steampowered.com/?cc=ru.
