Is trading TF2 keys for Games (From the Russian steam store) Bannable? Also What do you think on people doing this?

No, it's not a bannable.
If you have the tf2 keys it's just a smart thing to do, everyone wants to save money. Though you still have to watch out for regional restrictions.

I know a russian trader who can't buy gifts anymore because of this, so it's not bannable but it's punishable.

The one selling the games can get banned/suspended from trading but the buyer cannot get punished in any way. Trading with russians is a very good way of saving a few/alot of bucks. I myself recently bought the telltale games collection off a russian seller for 24 TF2 keys (I paid about 42 euro for those keys, I don't have paypal, I have to buy off the steam community market)

I was planning on doing this (Buying TF2 keys then trading them) Also it seems the guy buying the games and trading them would be banned either from steam or from Trading. I was planning on getting 2x GTA Complete and one copy of GTA IV for a mate. I know they require games for windows live would that be a problem. I dont know if this is ROW.

I guess I misunderstood your post. If you are the one getting the games and giving the keys then you shouldn't be harmed in any way, I got some games this way too. I was told that if the appid in the US store matches the one in the russian store then it isn't region locked. You can check this yourself if you go here: http://store.steampowered.com/?cc=ru. You can see the appid in the URL.
