As I understand it from similar threads:
If he actually sent the key, you can't mark as 'not received'.
As such, you do need to file a support ticket to indicate the creator isn't responding to the reroll request.
There's always a lot of supposition about things not actually detailed in the site rules, unfortunately [and the staff seems adamant about not updating the many things missing or lacking clarity on them], so no telling:
However, filing a support ticket is always your best, safest bet.

But whatever you do, don't mark the second copy as accepted. It'll haunt your profile when you win future giveaways.

You can create a support ticket, choose "Other" category and put GA link manually in your description.
In the meantime, you can try to contact the GA creator again through comments in GA page or through email.

Hello, yesterday an accident occurred and I've won two copies of same game.
So what I did, according to the time, I activated the first won giveaway and market it as received. However, I commented on second giveaway that creator should re-roll it and mustn't send me gift.
But he seems to be ignoring me(?), I tried adding him as a friend on Steam, but he doesn't accept invitation, so I cannot let him know about re-roll another way, I'm kinda afraid he didn't read the comment yet, also I'm not sure he understands English.
Now the funny thing is, today morning I see that he sended gift(I won't touch it of course) -.-
So I'd like to Moderators know about this case.
