Нашел на Реддите,как получить игру в Стиме без особых проблем:
Found.If you live in the country where this game is region locked, you can try this steps:
1.Close your steam client.
2.Use any VPN and change it to USA
3.Open steam in your browser and add any paid game to your cart.
4.In cart, you can temporary switch your currency to USDollars
5.Add game and all 3 episodes to your account

1.Закрыть клиент Стим
2.Использовать любой VPN и поставить страну США
3.Открыть Стим в браузере и добавить абсолютно любую платную игру в корзину
4.В корзине вы можете менять свою валюту,а следовательно и регион,меняйте на доллары
5.В поисковике находите Tell Me Why,добавляете на аккаунт,но не нажимаете на установку.
Вуаля,игра на вашем аккаунте,включая 1,2,3 эпизоды!!!
6.В корзине меняете валюту обратно на рубли и удаляете ненужную вам игру из корзины.Профит!

Valve is not your friend. Confronted with the alternative to not do business in countries with oppressive regimes or give in to their rules they always decided to do the latter. Depending on the pressure exercised by these regimes Valve in fear of losing money might feel an obligation to punish users in these countries who don't follow their rules.

They are legally required to obey the law of the country they are doing business in. Just like any business in any country.
If people want to rise up against oppressive regimes, it's for them to do. If a business doesn't respect the law, they'll get banned from operating in that country. It won't overthrow the government.

What you're writing is quite obvious I wanted to point out that Valve might lock accounts using a VPN to get the game not because they are in violation of Steam's SSA but out of political pressure from these countries. If Valve has to chose between users and money they'll likely chose money.

That's a good point. I think they probably don't care to check the reason why people are using VPN. They just blanket ban anyone using them because they don't want people messing with geo-locks to get cheaper prices.

I can only speak about Russia, and while we do have an ugly law that forbids "propaganda of non-traditional sexual relationships to minors" indeed, it's to minors only, so all they'd have to do to follow this law is mark the game "18+". Another country I know something about is Ukraine, and they don't have anti-LGBT laws at all. So no, they are not trying to follow local laws, they are just afraid to sell the game to countries with transphobic mentality and get negative reviews - regardless of the fact that while transphobia is common here indeed, still, not every person here is a bigot.

We do not have in Ukraine any anti-LGBT laws, but as for publishers we are the same, sometimes even office is one for both countries, because they do not care at all.

Another country I know something about is Ukraine, and they don't have anti-LGBT laws at all.

Yeah I have a good friend who works as a lawyer in Ukraine and he is just mad that people seem to dump Ukraine in with Russia when it comes to, well everything really.

I have no idea if it's Valve or Dont Nod who are not selling the game everywhere btw. Still, won't change the country.

Question: can someone in a country where the game is not sold, play it from a Friend's library or does that not work either?

And we definitely know Micro$oft wouldn't want to lose their business in whole regions of the world for a game. Although they are not really at risk of losing anything really unless Russia wants to go all Linux or Apple. But they are not known for taking strong political stances.

I know, right? I never bought any of these so I don't know if there's any kind of check when you activate so I really wouldn't know.
Anyway it's pretty BS that people wanting to get the game for free in those countries are not allowed to, while in the meantime, plenty people who do not want it are activating it just so they can give it shit reviews and spread their hatred on the Steam page.

If I go to "Account Details" to "View Product Code Licenses and Activations" I see only "Tell Me Why - Episode 1".
Can anyone, please, tell me the full size of the game? I have installed the game (7,73 GB), is it only Episode 1 or the full game?

Then, unless you want to try with a VPN, you have the Microsoft option. I think that one is not region restricted.

I think it's like that for about a year now or so.
All "games granted during free-to-keep promotions do not drop cards", that is what is stated on the game's store page. You can see it when hovering over the little question mark at the end of the line where the end date of the promotion is stated.
