The only reason that I have that amount of games is that I TRADE, I TRADE and I TRADE.
Bought 1 bundle for 1$ once, then 2 weeks later traded it for 3$.Bought 3 more 1$ bundles, traded for 3$ each etc.
If you know how trading works, and be patient, you can make a lot profit from trading.

Game Bundles. There are some on Steam that are "developer" collections that give you around 40 games made by a studio. Also I'm not 100% sure but I think Steam counts a DLC as a separate game for purposes of that count. For Example, Dragonborn and Skyrim count as two games. I'm not sure on that though someone else can probably confirm,.

Purchasing bundles, trading, or simply purchasing games on sales. Most of these users with hundreds (or even thousands) of games are collectors. They just try to acquire as much games as possible within their budgets.
A waste of money and time? Most likely. But that's another entirely different topic. :P
