This is because the games you have given away are bundled games.
If you want to increase the amount you're going to have to give away non-bundled games.

Bundle game value limit. For it to go any higher (or for you to recoup the lost value) you'll have to give non-bundle games.

To check whether a game is bundled see if it has an asterisk next to the name while making a giveaway.
