No reasons mentioned. I've received messages that Anno Gold and Port Royale 3 were activated on my account on May, 11, but I don't see them in my Games list. And no refund yet :) Ubisoft never changes.
Got Tropico 5 in Steam anyway - good game is worth every cent spent on it.

I've just received another email - they're offering -75% discount on any of this games: Anno Gold, Settlers 7, Ghost Recon Future Soldier, Assassin’s Creed 3 Special Edition. Discount code eligible till June, 2. Also, they're offering to pre-order Tropico 5 for full price (mentioning free Anno Gold and Port Royale 3, so I guess I won't see them).

My payment went through, however, I've just got a message explaining the price glitch and offering a 20% coupon for TRopico 5 instead:

Hey guys, I hope the thread isn't against the rules or something. I managed to get Tropico 5 pre-order with the price glitch on Uplay, but I received an e-mail now saying the order was cancelled because the payment didn't went through. While the payment did went through and I received Anno 1404 already (no Port Royale 3 though), the game is still in my acc, and the payment for the order wasn't refunded or anything. So I am guessing they are either refunding everyone, or something weird happened with my order in particular - so did any of you receive such an e-mail recently? Mine came about 20 minutes ago. Here it is:
