I don't see the purpose of giving away a game just because it is rarely given away. Maybe people aren't creating giveaways for the game because it isn't a good game. If you are going to spend your money to give someone a game, wouldn't you prefer to give something away you like or that you think someone else will like?
On the subject of rare games, Firewatch doesn't exactly meet the requirements, but it was released 7 months ago and has had only 12 giveaways in the past 2 months of which only 1 was public, 3 invite only, and the rest group or whitelist.
This is a game that I would consider rare and something I would be very interested in playing :)

That's not true. For example, The Sims 3 is a great game I've been wanting forever, but there has never been a giveaway for it on SG. With my previous BioShock Infinite event, I also found out the DLC is rarely given away. Dying Light and GTA V are both games from my wishlist that are almost never given away as well. I know they're above $20, but you're assuming games that aren't often given away are bad and that's not the case.
And this thread is also an example of that. I'm sure people wouldn't be suggesting games if they weren't interested in them / going to like them.

I don't think that all games that are rarely given away are bad. When I read the thread it sounded like you only want to give away a game specifically because it is rare and not because people are interested in it, but I guess if you are going to choose the game based on how many people mention it in the comments, that means people are interested in it.
The only problem that I see is that a lot of people just want the +1 on their steam account and don't care that they are taking away games from other people that may want to play them. I feel like a lot of people search the threads for invite only giveaways because they have better odds of winning and if you pick a game that is very rarely given away, not many people will own it and the giveaway will have a very large percent of people entering that have no interest in the game. It would be nice if there was a way to limit the giveaway to people interested in the game, but I don't see a way to do that.
An interesting idea would be to gather a list of games that you would consider giving away and then putting up a blind poll where you ask everyone to vote for the game they are the most interested it, but you cannot see the results of what anyone else voted for. Then you give away the highest voted game and only invite the people that chose it. The blind vote will make it so that people cannot see what game is in the lead and just vote for that because they know it will win and they have the best chance of adding a +1 to their steam account. The only problem is that if you are interested in multiple games, you can only choose one and may be left out of the giveaway for another game you are interested in. Maybe allow people to have multiple entries depending on how many choices there are.

I can see the confusion. Edited the post to "What is a game below or equal to $20 that you're interested in and rarely see given away on SG?".
There is a way to do that. I did it with my BioShock Infinite giveaway and it worked quite well. I make a whitelist giveaway and split the process in two stages: on the first stage I personally whitelist those who meet a certain criteria (having the game on their wishlist for a while and having a small wishlist, for example) and on the second stage I make a not-so-easy puzzle that anyone who didn't meet the criteria can solve to be whitelisted. That way only those who are truly interested in playing the game would meet the criteria or be willing to waste time with the puzzle to access the giveaway. I'll be doing the same thing with this giveaway. :)

Here's Caves of Qud for which I have seen only 5 giveaways total. If the early access title makes it a bit of a doubtful choice.. here's A Blind Legend which also has a total low count and fits the 2month (etc) criteria.
PS. Are we talking public giveaways here? Because both GTA V and Dying Light, that you mentioned somewhere above, have been in quite a few giveaways the last year, without counting groups/private.

That would make them a few less but still counted about 7 in the last 2 months (GTA V) with <=4 level requirement. But it's a game so many people want, I suppose, that the chances are really low..

I don't expect this to be that great of a game, but it is the kind of game that i'm pretty sure I would enjoy and I would really like to play. There is no way I would spend $20 though. Hopefully this will end up in a bundle some day.

I really like atmospheric games and don't mind walking if I can get lost in the game. This game looks like it has really nice visuals and I like the plot where all the other people have disappeared. I put 22 hours into Miasmata and really enjoyed it. I even watched multiple let's plays of it after I finished the game. I'm currently playing (and enjoying) Eidolon which I have 29 hours in and expect to add some more soon. These games are almost 100% atmosphere and walking simulators with a bit of story and I really enjoy that.

I'm trying something new here.
What is a game worth less than $20 that you're interested in and rarely see given away on SG? Post below and I'll pick one to make a giveaway. There is just one rule: you must provide proof that the game is rarely given away by linking its archive page (go here and search for the game, then post the link along with your reply). The game must be more than 2 months old (as of September 2, 2016), there must have been less than 5 public giveaways (level 0+) for it over the past 2 months and less than 250 total giveaways (exceptions can be made if a game gets more than 10 votes). If you're interested in a game that has already been suggested, +1 the comment and it will have higher chances of getting picked.
I'll close this thread on September 12, 12:00 BRT and have something picked by by September 16, 12:00 BRT.
Update: Here's a sheet I'll be using to keep track of what's been voted. So far I've only counted the first page, so the rest will be added slowly. By the way, just because a game has the highest number of votes doesn't mean it will be the one picked. The number of GAs will also be taken into account.
