Steam is a Store. Steam CEG is a DRM. Not every game uses it and there's many drm-free games on Steam, and it's a decision entirely on the devs/publishers.

Steam is NOT a DRM by itself, devs choose if they want to implement Steam's DRM. There are some games that after being downloaded, can be launched from main .exe even if you delete Steam.

It's only DRM-free on GOG.com. On Steam, CDP-Red enables DRM (like in Witcher 1 and 2.) That's their way of telling you "if you don't want DRM, buy from our GOG store."
They could have opted to not use DRM even in the Steam version (there are Steam games that don't have any DRM; you can copy them around and they run without Steam installed after the initial download in Steam), but CDP-Red opted not do that, so more people will buy from their own store instead.

when South Park was locked retroactively, people who already activated the game could play.
when Thief was retro-locked, people who activated could not play, i believe.
i took the chance and bought the cheap RU version while i could and activated it, seems it will work.

The RU version can't be activated right now. The copies that were bought before the RU version was introduced though are still completely region free.

yep, but we are talking about copies from russian steam store here, and a russian copy was like 20$ (even less; it was 9 keys, if i remember correctly, so 18$). won't get cheaper than that. ;)

The steam version before the lock had the same subID, so i really don't see why you think it will be play locked. the current RU version will probably be, yes. but not the ones bought before that.

Actually, at first everyone got the exact same subID. That subID is the same used by the US version now. That sub will never ever get a play lock, I can bet on it.

Civilization doesn't have US region lock. Dead Island and Saints Row 4 are published by Deep Silver which have some weird region locking policies.

Also,besides: all those were locked since the beginning. If this happened, being retroactively region-locking, it wouldn't be no doubt reversed as it was in every occasion something like this happened.

Civilization for sure had at-least activation US lock, maybe they took it down.
As for others - would need to confirm, but I'm pretty sure there's few retroactively play-region-locked RU-games that might not be unlocked like week later - Aliens, Thief?

i'll wait the enanched edition...i dont do the same mistake 2 times..Bought the wiotcher 1 retail when it was released (a bit later..1 mounth i guess) and myy old salves wont working with the patch...but i loved the game. Preordered retail version of The witcher 2 and barely i can play it..due to the high numbwers of patch and issues at launch...played half the game and never finished it..upgraded days ago to Enajnched and activated on GOG..i will play it form beginning...but now i never preorder a game at full price, the region lock is one more reason to not buy it at launch.i will buy it cheaper and patched later. problem solved

well, i bought as cheap as possible (from RU store without lock). i doubt i will get another chance of getting this game for 18$ until 2016. so yeah, even if i intended to wait a few months after release, i would still have saved some money.

Unfortunately I am not an expert on these things, but when I got The Witcher 3 Gift from my Russian friend that I had done it for a birthday gift, I went into my inventory and there was The Witcher 3 without the red "This game you can activate / play with these countries, "and this writing was not there and so I turned quietly, but when I went to see details of account was" the Witcher 3 RU, "that does not seem fair that put blocking, because many others here, have had the same "trick" and there was no notice of Steam, so in theory for those who have it activated before a future Region-Lock can play safely and change the language of his country? In the end it is the fault of Steam if you have not notified of these "restrictions".

Does anybody know that Witcher 3 have region lock? I ask, because the RU/CIS version (PurchaseRestrictedCountries) was created on SteamDB and i don't know. If i buy W3 today and after that they lock (can they?) it can i play or not? If not, is game lost or steam support can make smth with that?
