what is steam rating?

I see on my own profile that my steam rating is 2.3, and on someone else's profile a 10 for example. How the hell does it work? Is it of any importance? Thanks for reading and help is welcome :)

It has something to do with the time you've spent playing games in the last 2 weeks. IT's not important.
