I suggest to avoid activating those, as with little of effort anybody can claim to Steam support that his account got stolen and that he has a photo of original cd-key activated on that account. You're basically gambling if that happens or not, when activating such keys.

It's up to Steam support to believe the guy or not, so better safe than sorry. This is the only official way of recovering an account - sending a photo with original cd-key of retail game activated on Steam, so I wouldn't risk it, even if chance of guy convincing steam support is pretty low (but it's not that low in reality, it's actually pretty damn high compared to abusive factor of that method).

The cd keys are legit, i owned the game but didn't play with it anymore, you can use the keys privately for retail LAN Parties, the games are shit and I already bought copies on steam so its all good
