There are no region restrictions on Black Ops 2 as far as I know. I say this because if you check the steam app ID numbers from the UK and RU stores, they are both the same. There aren't different versions according to these two countries.

It looks as though the AU version has a different ID though, I'd be careful :S

Don't just buy it because it's so much cheaper, the last thing you want is a region blocked game. It's not out until November, save up and buy an AU version just to be safe. Or even wait until someone confirms there's no region restrictions in the AU.

Believe me, you won't be missed out on much.

Being the greedy bastards they are, they'll put it for sale as DLC later anyway. If they don't and keep it purely pre-order bonus then I'll give them a tiny shred of respect.

2 Black Ops 2 from AU cost as much as 3 Black Ops 2 from the US, the difference is not that little to not pay attention to it. AFAIK, there are no region restrictions to Blops, or any CoD so far. I remember CoD MW2 had different regions for NA, ROW, AU and so on, but all the versions were playable from other regions too, personally checked.

I can say with 90% certainity this will be the case again, for the best secure a normal copy in your inventory and when you make sure it's safe to use it, just open it.

Just tell them your <parents, grandparents, friend> bought it from the states and gave it to you as a gift. That's what I do when I buy Russian Origin games.
