Who knows, maybe they do need the extra time to make sure this is actually a proper port. Unlike the shitports that were the GTA 3 generation (3, VC, SA) and GTA 4.

They spend half a year delaying PC version saying "we must make sure there will be no problems at release date", now they don't even lie (err, I mean PR) and openly say "we're already waiting for your bug reports".
All in all, it smells like they simply worked on Console Heists and now they finished them, so they release that one dude who one time used PC for gaming so he can run their patented "make shitty port for PC" software... (yeah, I know that's not how you make ports, but it really feels that's what R* do)

Delaying means that they have more time to fix the bugs and optimize the game. Ports are considered bad if they are badly optimized and/or lack PC specific features. Having bugs doesn't make it a shitty port and it's unreasonable to expect R* to test the game on every possible configuration.

If it was a bad port and they didn't care, they would just release it. You should be happy that it's delayed instead of claiming that it will be a bad port because it's delayed.
There are no games without bugs as that's just the nature of large software systems. Trying to fix all the bugs is very expensive and not worth it. During testing they only focus on the most used aspects and can't perfectly anticipate how the end users will play the game. Different hardware configurations can also cause issues that they can't expect.
I'm not defending Rockstar as I have very little interest in playing GTA V. I don't care if it's a bad PC version. By delaying the game, Rockstar rather shows the desire to release a good PC version and not the opposite like you claim.

You could be right. Or truth could be something completely different - Take2 is seeing they don't have good games for Fiscal Year 2015 (which didn't even started yet), so they push it back again and again just so those few million copies sold after PC release will repair their 2015 Financial Reports they will announce in 2016.
Too bad R* has to use all their balls to put penises into a game, so now they can't even tell truth why they need to polish it for half a year (is it such a turd, and turds really take time to be polished into diamonds; or is it simply politics?).

Do you remember that when you bought pre-order from R* page, they explicitly stated "since we give you free game, you WILL NEVER get refund"?
At least now it's obvious why they put that there :)
Someone stated PC GTA5 will be delayed even until May, just so Take2 can repair their fiscal 2015 (which, in case you don't know, doesn't start in January) with those sales. Looks like they might be right...

i said to myself "it will be released on 28th Jan... they won't delay it" and they did.... then i thought "ok i'm sure they won't delay it again, they even allowed preorders... 24th March it is" and they did it again

They can take all the time in the world as long as I get a polished perfect port of the game. With minimal bugs. I'll still wait for the reviews though.

What is the difference between the Steam and Rockstar Games Social Club(RGSC) version?
If I have the Steam version, can I play with my friends who have the RGSC version? (vice-versa)

GTX 660 or AMD 7870 (recommended specs) = 1080p/60FPS on high
GTX 760 or AMD equivalent? = 4K/30FPS
SLI / Crossfire = 4K/60FPS
Seems pretty reasonable and optimised to me. However I will reserve my judgement until the game is launched.
GTA Online is probably going to be broken on release though. Check out their statement.
