While it doesn't actually say it in the FAQ you can see it on the "Roles" page (link in the footer: http://www.steamgifts.com/roles/guest) that there is a three day suspension punishment for gifting Beta Keys, Guest Passes, or Free Games.
So, in short, you can't. It's not allowed.

Hi I just received 2 copies of The Crew Wild Run - Beta, I'm trying to create a Giveaway for it but It's not listed, and it's not even published in the steam store yet.
