Actually it was. It got added to the bundle list in August and was retroactive to June 16, 2015. I made a GA for it shortly after joining SG without knowing it had been deeply discounted two months before.

It doesn't have to be in a bundle to count. It just has to have a discount somewhere in the world for 95% less than the US price, even if that market is region-locked.
If you think the listing is in error, submit a ticket to SG Support to have them correct it.

Risen is heavily region locked (activation + run both on gift and all keys) like any other game of that publisher. Why the ROW game should "suffer" because of that?

it is an exploit as long as it's not added to the bundle list and gives full cv. if you see a deeply discounted game that is not on the list, submit a ticket instead of accusing people to be exploiters and rule breakers. if you have something against region locked giveaways, complain the region lock system to gaben instead of calling people from locked regions jerks.

Staff has stated that it is not an exploit or inappropriate to post giveaways at the wrong CV, so long as they use the current giveaway tag.

I think there may be some differences in expected usage of 'exploit' going on here, however.

I tl;dred what I believed fragbait was saying, in a snarky comment, that wasn't directed toward the topic specifically, but just toward people in general.
Hence the last comment, in french, 'That is the standard/normal', which turned the meaning of my comment into 'crappy things happen, people do things that suck, and we compensate for it as best as we can'.
Meaning, in other words, I was supporting the fact that people from region-locked countries weren't in any way responsible for the actions of a few people exploiting steam purchases for trades [ie, buying from the Russian store cheap and reselling to the US- which is what caused region-locking to be added to Steam in the first place]

The problem with translate [and google translate is notoriously bad] is it doesn't convey exact usage.
implicit means 'implied (obviously) though not plainly expressed'.
In fact, it rather specifically means things that are easy to understand.
Implicit in its most general meaning, basically translates to 'apparent without question'.
This is why you can say something like 'your faith is implicit' or 'your trustworthyness is implicit'.
Likewise, if you're saying something someone is saying is implicit, you're saying they're being very obvious in an implication.
In any case, you can just use 'implied', you know, for a less intense word. :P

i hate the word subtle. google translate doesn't seem to explain it well. i always have problems when that word is used. i'll stick to the first meaning of implicit. what you're telling here is the second meaning of implicit on google translate. which is "with no qualification or question; absolute.". and if i'm wrong, it's not my mother tongue after all.

No, the meaning I gave you is the base meaning of the word, as it applies to both sub-definitions.
Here is the actual dictionary definition of Implicit, for the usage you're trying to apply it to:
"capable of being understood from something else though unexpressed"
An important component of the meaning of implicit, through all its usages, is that it leaves no doubt as to the content it is being applied to.
Again, the meaning I gave you is the generalized meaning that can apply to any of its submeanings. If you use that definition, implicit will never confuse you.

A nation may yield to another implicitly- meaning they've done so without doubt, even if no formal declaration was made.
Someone's trusthworthness may be implicit, as in, without question.

Bundled games, iirc, don't count towards the value of your account at all anymore. You have to have $100 of unbundled games (meaning not on the bundled list, not necessarily just never in a bundle), which is calculated after price drops, with no credit for bundled/free games.
