people are not trying to be mean andrej..they're just scared of being scammed/trusting strangers on internet..
sorry because it didn't work out..
but you can always try after 2-3 months..
or you can join other groups and make giveaway there which will be easier than to create whole new group.

Andrej, the problem is that the people are having problem with quotas.
If your group is risk-free without rule (or maybe some loose rules, like bundle games are allowed, or no 24 hours rule, etc.) would make your group more interesting to other people.
People have resistance to quotas because some people don't want to give out their games to leechers, if I enter your group and give away $5, will I get something in return? That's what people are thinking.
So, I advise you to remove the quotas, be a casual group, and if things are looking good create another group.
Also I advise you to "remove" the negative feedback by discussing/resolving the problem with the guy you are having trouble with, as even a -1 feedback in Steamgifts is very problematic.
