You need Steamgifts Premium. I bought it when it was on sale and i guess the next premium upgrade sale is in a few days

Apparently that game can't be added added manually here on SG because that version of Mafia II is not sold on Steam in that form. Somebody already asked Support to add it and got this reply. If you don't mind that you won't get (bundled) CV for the DLC it would be allowed to give it away as the standard edition and inform people about the extra DLC in the description.

So giving it away as standard will not create a "not activated" problem for the winner, right?

Somebody already tried. Apparently they can't add it because Steam doesn't sell this version (main game + all DLC).
