Be careful not to be manipulated by shady people, if I may give you a respectuous advice.
Since I never been suspended, I don't know how it works, but I have read that a suspension doesn't block from delivering keys for existing GAs. Maybe a support member can tell us.
Pure fact #1: 1 of the non received GAs is not invite-only, so comments there are easily readable. At least one user reports that he tried to contact this REX admin via steam and... got no answer.
Pure fact #2: this banned person's profile show the list of failed GAs, with 10 usernames of winners clearly displayed. It would have been VERY easy to get in touch with them to deliver the gifts.
Anyone is free to do and think what he/she wants, for my part I don't buy a single word of truth from them :)

I won't get manipulated, no worries! :) I'm very wary about stuff like this.
I've never been suspended either, but from what I heard you can only see why you were suspended and write a message to support. You can't see who won, or games you won, the keys etc.
Problem with that is just that you can't know for sure (with the comments) who's the winner. Since people could fake or pretend to be the winner. But of course when people mark it as non-received they can see the winner. So yeah, he/she could have added them on steam and delivered the keys. At least what I would have done if I was in that situation. Some people just do not give a fuck after they get suspended, but I do not know if that was the case here.
