but, if you believe they do fake-giveaways, than it´s even better if they protect new or not experienced users to enter it, and only those that done giveaways and might recognized it as fake, can decide if they enter or not....
also, maybe someone who has won here several games, would like to give his first one to people that themself gave games and not to those that never done that.

I can't think of a reason why I or anyone shouldn't thank the level 10 people by making a giveaway for them if theywanted to. What would be the problem with that?
Someone might join, win some gifts (which will obviously be from levelled people) and then want to give back to them.

I did not say it is a problem I just say that people that make their first giveaway should be limited to make a public giveaway, something like before they changed the site though then you could not make a giveaway more than 2 or 3 levels higher than your own, and people with no giveaway could not make with level ( CV not level), personally I liked the old system more than the new

So the questions right now are- Why do we need that? Why restrict stuff? What benefit is there?

I just don't really understand that on that on a broader level, I guess we just think differently. I'd say restrctions when it comes to rules, regulations or even laws should only generally be put in place to solve a problem and if there isn't one then it's unecessary to have them as far as I'm concerned.
Would be happy to change my vote in the poll if someone stated a reason I haven't thought of and it resonated with me.

Bad not really, though half the levelled giveaways I have entered are being canceled because the users do not understand how the site and steam works. Before there were much less of this than now. I do not say it is the only solution, most likely the fairest would be to make users read the rules of the site the moment they go to create a giveaway, though most likely most would just pass through it without reading them.

I completely disagree. The more options that a person has to click through when making a giveaway, the more likely they are to have to actually go look up "what does this mean" and discover that they were using the site wrong.
I understand that you like having a lazy shortcut for "does this user know how to use the site?" But I think it's better to allow more options and add the chance for more people to realize "Wait, why would I care what level the person is if they're giving me GTA 5? Maybe I have it backwards"

I agree that we should not care what level they are, and is not about laziness, I just really have started getting annoyed by fake giveaways, and I believe I am not the only one. I also now that it does not really matter or affect the real life, you lose no money or actual time by entering a giveaway.
Also even if I suspect it might be fake or the user does not know how to use the site, I cannot be sure about it, so it does not matter if I look if it is or not

I don't see how that would help with fake giveaways, they would just create a fake GA with no level restriction.

Yes sure, but personally there I always have a suspicion of it being fake (at least a bigger suspicion), while on a giveaway that I see a number next to it I am like that is ok they know what they do. So it helps a bit on the fact that there will be some giveaways you will be more certain that it will not be fake if that person is not a big troll :P

I made a level 2 giveaway an hour after joining today. My thinking was just to reward people who have given, but since I was new I wasn't sure on exactly the level to choose. I certainly see both sides of the argument and in retrospect, maybe I should have chosen it to be un-leveled.

Personally if you know how it works, and you are going to give the giveaway, then I have no problem with it being levelled, the problem I have is when it is levelled and people don't know how the site is working. And that is why I told that thing :)
I almost always make level 1 giveaways, one because so I know people have given away, and how the site works.

I believe that when someone creates a giveaway and is his/her first time he/she should not be able to make it a levelled giveaway, maybe not until he/she climbs one level himself/herself.
I have no idea why I came to believe that, but the last few days, or months I have seen many people to create levelled giveaways while they have never created before a giveaway, and sometimes those were fake giveaways because they did not know how the site works.
And sorry I have no extra game to create a giveaway to put in here, if I get a some key from some bundle I'll add it here.
