I see what you mean, the user does have a lot of active giveaways so is probably maxed out.

BUT you don't need to set giveaways for full days (like they have) - You can set the expire time for as little as 1 hour.

So the user could have configured the giveaways to expire throughout the day, providing the ability to create new ones as the old ones were given/marked-received ...

Just the same, in the event you simply want to toss keys out, the anti-ninja technique is preferred for non-junk keys - And I would argue that most of these were non-junk keys.
