Where does this leave people who have real accounts and get gifts from family members and can't spend on their own if they are school or college kids? Many kids live in college or school hostels and dormitories. Many people access steam from office also. many family members in a house will again have same broadband service and ip. And these will have same ips and regions from shared networks of singular wifi. Many play from gaming cyber cafes games like CSGo multiplayer. So real accounts will be flagged also. Or those who buy many bundles only for trading cards and support steam and developers? What if such accounts have 100s of games bought retail or gifted and have not used store and get locked? This will just mean people who buy bundles for cards and spend money in market and help Valve and devs won't do so anymore. Because it will be expensive steam wallet adding such accounts at a go. It is a loss to steam as well as game sellers. So overall the idea is good but has it's shortcomings. One way is to restrict access to make friends so spammers can't make friends or post anywhere on forums or profiles till they spend on new accounts. And old accounts need benefit of doubt before a cut off date.This should not be implemented on accounts that have levels and have paid games and have not attempted phishing. Retrospective ban will affect many genuine users. But on new accounts yes.

I just tried getting my friend to make a Steam account today, he only wants XCOM: Enemy Unknown, but right now doesn't want to spend $30 for it, he was planning on family sharing it but now because of this new Steam requirement my friend can't even play any of my games.

Go friends box, click add friend, in box you need type his profile id, not profile name. The one that is part of his account profile url. That profile id. Then you will find him. Example if his profile name is jonny, but his profile id on steam is 10234566 or jonnylovesu then you need try find 10234566 or jonnylovesu and not jonny.

They could've just added a filter for "Who can send me invites?" and add exclusion for level requierment, so you can control which steam levels can invite you.

Yes, they could've simply changed that or add in filter options, just give users more options rather than making new rules of the client features

What about older accounts? My friend has an account which is a couple months old, created just to play Dota2. And he bought some cheap game to get off that "limited" status, because there was no $5 gap, you just needed to buy something. What about that? Will they put it back to limited? Would be strange I guess.

Lots of rumors at the moment. Some people say you can't get card drops off bundle keys or off store keys if game not from steam store and can only activate and play game. I don't see how steam can do it without killing cards market, stopping supply, ruining devs and turning badge making an expensive process that people will avoid? Big scammers can spend some money and keep afloat. real people can't. I hop these are just mis-understandings and panic rumors and nothing more.

Not really.

You have to spend $5 on Steam - either by putting $5 on Steam Wallet, using $5 Steam Code or buying game for $5. If you won't do that, your account will be limited and you won't be able to get cards on it.

So, if you won't give Valve their cut, Don GabeN won't allow you to get cards.

But after you give their money, you can get cards from wherever you want.

well, there's a difference, he spent that money on games to be played on steam. For example on a physical store. So no one would spend 60€ to create a bot account to spam or scam.

Those are from hijacked accounts who are actually higher then level 0, it just shows level 0 for every account thats set to private.

Actually they don't because level 0s were not allowed to send invites. This has also been confirmed by Steam mods and admins in the past that people who have their account set to private show up as level 0.

Also if you noticed, that mods account is set to private and is level 0 when you look at it but he says its actually level 21.

EVERY bot invite I have gotten was from a private account that showed it as level 0 from the invite page but guess what they are not level 0s because level 0s can not send invites.

Well then please explain, if level 0 accounts can not send invites as the mods and admins have said, then why am I seeing level 0 accounts adding me? Could it be that what the admins and mods have been saying that level 0 accounts can't add people? No because there are level 0 people posting up messages saying "why can't I add people" and admins/mods explaining why.

So that only leaves what the admins and mods have been saying, that when set to private, level 1+ accounts show as level 0 accounts.

Maybe I'm special and I get level 0 accounts adding me all the time... or something is wrong with my account and I can only see private accounts as level 0.

Neither of these seems plausible. So that leaves me with the only plausible option which is what the admins/mods have said and repeated many times, that level 0 accounts can't add friends and that private accounts show up as level 0 on the invite page.
