Did you try this? Otherwise, if you want to do it manually, the respective folders should be something along those lines:

Skibby and headmonkeyboy, I done what you told to me and... nothing happens. Now Steam can't load anything (except my library) and it's running so slow. Steam images in normal website (Firefox) won't load andI have only black screen on steam browser when I try to open something like show, market etc

Try dumping the Steam browser cache. Steam, settings, web browser. Delete the cache and cookies, then restart steam.

Masz telefon z dostępem do internetu?
Jeżeli możesz, sprawdź na WiFi czy zadziałają obrazki. A potem sprawdź na internecie mobilnym lub cudzym wifi (lub publicznym) czy jest to samo.
W ten sposób zdiagnozujemy, czy przyczyną jest Twój dostawca internetu.
PS: Widziałem tę wiadomość z Oracle VM, stąd taka prośba by to sprawdzić :p

There was a similar issue with german Steam users a few days back, probably a routing issue or something.
In Steam Client, Steam - Settings - Webbrowser - "Delete all browser cookies"
In your browser, you can try switching the user-agent, there are browser-addons for that for most browsers.

Do as Nate says, if it doesn't solve it then it's about client's network connection. Check if Steam is blocked in by firewall, turn off vpn and dns and try again.

Is your net having issues at the moment?
Open your command prompt as an admin.
In the command prompt type ping -t google.com
Then hit the enter key.
Let this run for a bit and see if it says timeout on any of the hops. Can you tell me if the ms(milliseconds) are low on each hop or are they in the hundreds or thousands?

Don't do anything, seriously. I've had the same issue a couple of days ago and it fixed itself because it was a Steam issue and not an issue on my end so I'm pretty sure it's the same case for you. Just give it a day or two and it should be back to normal.

Had the same problem. Fixed it by changing DNS. Step by Step guide of what I did. (Using Windows 10)
Step 1: Go to Start Menu search bar and type "Network and Sharing Center" and press Enter.
Step 2: From left side menu, choose "Change adapter settings".
Step 3: Choose the active connection/adapter you are using, right click and select "Properties" from the drop-down menu.
Step 4: Choose "Internet Protocol Version 4 (TCP/IPv4) and click "Properties"
Step 5: Now select "Use the following DNS server addresses".
Step 6: In Preferred DNS server, type " 4.2.2.1 ". In Alternate DNS server, type " 4.2.2.2 ". Click "Ok" and you are done. Steam images should load now.
If it doesn't work, try exchanging the dns address locations (example: putting 4.2.2.2 as preferred & 4.2.2.1 as the alternate).

What do you mean, you can't save? Did you run NotePad in admin mode? Hm... maybe check the task manager if there isn't something like an adblocker or antivirus program running in the background and blocking anything... if that doesn't work, try to reinstall all browser applications, also Steam itself and ultimately you can try and check for any virus/malware via malwarebytes or something similar. Did you try resetting your router to factory settings? And last but not least, there's always the option to just wait and see if the problem doesn't solve itself somehow :s...

It's something like "You do not have permission" when I try to save edited hosts - I translated it by myself because I don't have english operating system.
I updated flash player but still nothing, I scanned my PC too - with Microsoft Security Essentials, MBAM, ADW Cleaner, mrt tool and TDSS Killer and 0 threats in all of these programs

My network connection is very good (for example I can play games online with minimal ping and watch HD movies on YT). This is something wrong with Steam or my PC? Have you similar problem?
