Yes, they are. If you don't like the low percentage don't enter giveaways. If you want to have higher chance of winning CONTRIBUTE to the site, by giving away games. This way your contributor value will go up and you will be able to enter Contributor giveaways (those giveaways can be entered by people that have the needed contributor status).
Also i just want to tell you. To make a giveaway YOU actually NEED to have the GAME and GIVE IT AWAY when the giveaway ENDS. I'm telling you this, becouse you probably didn't read the rules ( most people don't and they do stupid things like that... and get suspended becouse of it.).

The Ship is the game that is most givenaway right now becouse it was given for free on a site and now everyone is trying to exploid it for contributor value. (it won't work)
Don't complain that you haven't won just after 83 entries and one day on this site. I won my first after one month and about 900 entries and i was lucky. It's all about luck.
Also seeing that you are new to this site, PLEASE read the FAQ/RULES and don't ask stupid questions on the forum (these days a lot of people are not reading the FAQ/RULES and ask stupid questions on the forums, beg for games and complain on not winning after 100 entries). If you don't read the rules you will probably be suspended from the site at some point, becouse you didn't read the damn rules and did something stupid like... make a fake giveaway or beg on the forums.

You can see it as a chance game. Usually at least a couple of 100 enter a public giveaway. So you will usually not end up getting a game, when the odds are stacked against, well, everyone. Random chance.
Also, why people react mocking and somewhat hostile is because there are too many lazy people who don't read the FAQ/Rules or read and search anything on this site and just create threads about topics that the FAQ/Rules and several existing threads in the forum already cover.
