Steam purchases right now... Bank code and QIWI wallet mobile number?

'the hell is this stuff? I got errors trying to purchase in the application and in browser and then I waited and tried again and these options that I've never seen before appeared.

Clearly, something might be amiss. Just wondering if anyone's having the same issue or if it's just me.
