Just picked up Crimzon Clover. Been bundled before in the $7 tier of a Humble Bundle. I'll give it a go at that price (3.99 Brazilian - about $1.50). I'm not the best at these shmups, but I do find them quite fun, they can be good little time killers.

They are not region locked. Beware, though, the second one (Tom Clancy's Splinter Cell) is for Uplay.

Regarding your question, I have been able to get Origin's free games (On The House promos) restricted to Europe using Hola Chrome extension; however I've heard of people who have bought region locked keys and Steam didn't allow them to activate them... in that case using some kind of region bypass (such as VPN) results in Valve deactivating the key on your account anyway.
tl;dr use Hola on Google Chrome if the keys selled by Nuuvem, if the keys are region locked to Latin America you can still activate them in El Salvador, if they have another region lock you can't.

Some of them are locked, but a lot aren't. It usually says if they are on the left sidebar. I'd double check with the corresponding thread to be sure.

You should be able to. I have used Hola to buy from Nuuvem before. As long as the key itself isn't region restricted, but you can tell by looking in the restrictions on the right hand side, under where it says you need a steam account to use the key.
EDIT: The MAC key is cheaper than the PC one - get that instead. Borderlands: The Pre Sequel uses steamplay which means you can buy it on a MAC (i.e. buy the MAC key) and it will allow you to download & play on a PC too:

Game is good, not as good as Borderlands 2, gameplay is same, but is still very enjoyable, 100+ hours easily, I really liked Athena, she's super cool, she's now my favorite character of all Borderlands games, she deals massive damage witrh Elemental skill and has best protection, is what I use, she also deals massive damage in melee skills and laughs everytime you kill an enemy :P

I'm new to Nuuvem, and have seen people mention that games won't activate in their region even though they don't show up as region locked. I speak Brazilian Portuguese, so navigating my way around the site isn't a problem. Activation is a concern because I live in the USA.
How often is it that a game doesn't show up as region locked in USA on Nuuvem, but still won't activate in USA? It's pretty clear when it does say it's region locked (and where to), so I'm not worried about those.
I'm particularly interested in GTA 5 (which doesn't have a steam activation, it's the Rockstar Online thinger), and Pillars of Eternity.

you can buy games there only once per account like with greenman gaming.
But you can make another account and use the same paypal again.
Also you would need now Hola/VPN to buy Injustice, they enabled their softlock which only let people buy with a IP adress from their region.

I think just the purchasing has been region locked. People have been using VPN's to purchase and activate it outside of South America.
