Seems like Fallout NV is regular, not with dlc included. You can check Steam requirements by going to their specific product pages; ones that are Steam will mention Steamworks in a notification above the system requirements.

I... can't tell you that, but I assume that the Steam games will give you choice of language and aren't region-specific/locked. Nuveem games tend to be a-okay in that aspect.

Only Dungeons: The Dark Lord, Game of Thrones and Gemini Wars aren't Steam games.
Fallout NV is the regular version, but the ultimate edition is also on sale.
