So, today was my first win, save for Galactic Arms Race, and it turns out that it's region-locked. What's the proper course of action in this situation?

Region-locked keys are against rules, but if you received the key, open a ticket. Because the gift WAS RECEIVED.

But not activated, that's as good as not received. But yes, contact support. Or contact the creator and point him to the rule and the SteamDB for the game (showing that it has regional restriction on activating). Maybe he will take back his key and get you another one that works...maybe.

States that "**Do not submit CD-keys or Steam gifts that have regional restrictions, or those that require VPN activation or methods to bypass regional restrictions.**

so it looks like that GA you won was not setup correctly. I would say to sumbit a ticket with the GA link and explanation that the game you were sent was region locked.

To be fair, thee really isn't a way to know it is region locked without having someone try to activate it outside of a few particular instances where it is actually mentioned. But support has to make that call, not any of us.

if i remember there was a dev giveaway for this game and it was like A LOT of copies given, somewhere near the 2500 mark i think, maybe more.

The odds of getting banned for VPN activation are nonexistent, I've never heard of anyone getting banned for VPN activation. At WORST, the game gets removed. Valve only cares about VPN when it comes to purchases, and only because it hurts their profits. A key has already been paid for, so valve doesn't care.... So yeah, it's worth it if the game is great. But if it's a cheap game, it's not really worth the effort.

You've never heard doesn't mean it doesn't happen. But even if they don't ban now, I'm pretty sure that history will remain for the lifetime of the account. What happens when Valve decides to enforce the rule since it already exists in their ToS? Would you risk your account just to be able to activate a game you might have gotten cheaper? So telling someone to use VPN is not a good advice IMO.
