When you buy a Humble Bundle, you can choose between two; either you pay more than the average buyer does (usually about $5) or you pay less. If you pay more than average, you get more games.

It's normal, as the other keys are BTA in their own keys. So yeah, it's normal, although I think the gifter should have specified it was the below average bundle, although SG haven't added that as a game category.

Did it say below average? edit: No, it didn't.
On December 13, 2011, the fourth main Humble Indie Bundle was released. The bundle included five games, Jamestown by Final Form Games, Bit.Trip Runner by Gaijin Games, Super Meat Boy by Team Meat, Shank by Klei Entertainment and NightSky by Nicalis. Paying more than the current average price grants the buyer two additional games: Cave Story+ by Nicalis and Gratuitous Space Battles by Positech Games.

There apparently isn't an option to select above/below average for #4 bundle. It would have been nice of the poster to write in the description whether it was one or the other, but they didn't.

If you didn't get those 2 bonus games try contacting the giveaway creator first. If he cannot provide those 2 bonus games, marked the gift as not received

Yes, yesterday (after he gave me the key) i "erase" him from my friend list but then he don't answer so i can't tell him the problem >:(

Why should he mark as not received? There is only one SG option for giving HiB 4. There is no above or below average options. While it might have been nice if the giver had mentioned which it was, it's not technically required.

To my knowledge you are not supposed to give away only partial bundles. You are misrepresenting the giveaway by only giving a partial bundle, getting contributor credit (whole bundles count as normal value) that you should not be entitled to because you didn't actually give the correct (read: entire) thing, and regardless of what is written in the description it is inaccurate and misleading.

As far as we know, the gifter did not give away a partial bundle. There is only one HiB 4 listed to giveaway. It does not state that it is for the BTA.

If you list it as a bundle, you have to give an unused gift URL. The "key" mentioned in the OP implies that this gift was a misrepresentation.

Please see my reply to your other post, though I will reiterate, there is no misrepresentation if the gifter bought a below average HiB 4. He simply sent a key instead of a gift url. If he had sent a gift url the OP would be in the same boat of not having the BTA games and be wondering what to do.

I deleted that post because I replied to the wrong one >_>. Not entirely sure what you typed out.

I agree with your assessment though. The Humble Bundle 4 giveaway choice does not say Above Average so there is no obligation to give a BTA bundle.

Besides what I repeated about the BTA not being necessarily required, I asked the source of your information about gift urls being a requirement. I had never heard of this rule before so I checked and could not find it attested to in the FAQ. As far as I know it's not mentioned on the create-a-giveaway page either.

I don't think it's in the FAQ anywhere, but I think it's common sense. If you list a full bundle, you need to include everything in the bundle. This includes the soundtracks, DRM free versions, etc.

Would make sense yes, and I would do this, but, perhaps it is understandable how someone might not think they had to do this?

I guess all of my posts boil down to, I think the gifter's etiquette could improve, but I don't think he deserves a "not received" on his record.

It's up to the OP to decide. I don't care either way :/

the bundle was valued at 6$ ~5.45

That means it supposed to be a BTA price

But there's no option to give the non-BTA for the HiB4. The other's have it. It's not like the guy gave BLOPS2 and wrote in the description (This is actually fortix). It's fair as it is.

That is a point though how is the average person supposed to recognize that when creating a giveaway? An item's value is not displayed until AFTER you create a giveaway, and again, there is only one option for this particular HiB to be given away.

You're not allowed to gift the bundle key, iirc. For HiB, you have to give the bundle url. But in the specific case of the HiB4, I guess it doesn't matter.
