If he got banned that's on him. I'd just put it back on SG or if you can see everyone that entered, find a random number generator and number them. give the winner the code.

You should contact the Admins, with a link to your giveaway with the problem. They will mark as received for you.

Like everyone said, support will check the library of the winner for you. Otherwise, just wait out the ban? If the person's coming back, then it's not a make or break situation. Unless they're not aware of the rules and such and are not likely to come back from the ban..
