I sent the winner the key via email a week ago, but he has not marked the gift as received or even logged into his Steam account in 11 days. Should I request a new winner? Should I continue to wait? How long should I wait for?

Afaik, key giveaways will not be rerolled by suppport. Just hope that he comes online, otherwise your feedback will stay at "awaiting feedback", until he or a support member changes it towards "received".

Its a key. If it has been used, then he would get a Not Received instead and the previous winner gets off scott free.

From what I understand, you can get in touch with steam support and ask them to check if the key has been used. Never done it myself but I have seen others do this :)

Even if you could get an accurate answer from Steam Support and the key hasn't been used, you can't guarantee that the key will not be used before your new recipient tries to redeem it.

Well true but that's not to say he couldn't just drop it in a forum post, use it himself or give it to a friend :P I'm not suggesting that this would be a solution for him because everyone else had already covered and discussed that, I was merely adding that he could find out if the key had been used at that current time :P

Could I ask support to mark it as received? I could send them a screenshot of where I got the key from plus my email I sent the winner. Obviously I COULD have used the key, but I have enough other key giveaways to show that I wouldn't do that kind of thing.

I was answering above assuming you might have sent a gift. Since I'm getting the gist you sent a key via e-mail, I'm afraid support can't do much in this case, but wait for actual feedback from the user. Keys are best sent via Steam chat, so you can be certain they're received and activated.

Awaiting feedback is a world better than not received. If you ever notice the item in their account then you can contact SG Support to have them mark it as received for you if the winner fails to mark it. If you don't notice the item in their account and they've not marked it as received or not, then you just have to keep waiting. Such is the risk of sending keys by mail.

If it's already been a whole week, you're more than justified to ask for a reroll, especially if the winner hasn't logged in at all for 11 days. However, if you sent him a key via e-mail, you can't really reroll, since thee's no way of knowing whether it's been activated. If it was a tradable copy, I'd say go right ahead and ask for a reroll on the 8th day.

You could check if he has game in his account. If not, there's a chance it still isn't used. Tell support about it, maybe they'll allow reroll, and if it turns out to be used, then they would delete this giveaway?

No. I just had this problem. If you talk to support about it first, they will delete the giveaway as opposed to making you have a not received.

Shit happens sometimes. If he has not logged on his Steam account then there's reasonable chance he's been away from the computer all this time. Maybe he was hit by a bus and is recovering. You don't know. It would be pretty shitty to reroll someone that is in the hospital.
