It's used when the winner have already the game or other things...

Because someone who breaking rules win game, creator can choose other guy.

i've been trying to request a new winner for a week now. I email them and keep getting an unable to deliver email. Stated in my giveaway I would email the winner. If unable to email it, then give me someone who can receive it by email :)

I know it might sound strange, but it's used to request a new winner.

In case a winner already has the game, hasn't redeemed previous wins, etc. I've had to use it before.

You use it if you are an anal retentive freak with control issues.

Use it if:

• Winner has the game already and could enter some how
• Winner doesn't have the base game if it was a DLC but could enter
• Winner broke the rules on a puzzle / leaked the code / possibly had the code leaked to them
• Winner looks like it might be someone who is using an alt account (has very few games, mostly bundled or cheap games and little or no playtime in anything)
