The lowest I ever saw was 5 keys from russian traders (when it was still possible of course), so I'd yes, it's a good deal (btw, it's on their 24h deals list, so it should end in a hour, maybe 2, I never remember).

In my country it shows 22.49€ on gmg. If it is possible to use the voucher, it is expensive as Steam (22.49€ * 0.8 = 17.99€)

So, I don't understand this whole region lock thing. Can I give away a key from GMG for something like this, or not?
