I can't really create a giveaway for this pack as I can only buy EU one and it shows NA one on steamgifts, is it the same?

you can also create private GA / private group -> group GA, create topic for GA and invite only people fiting criteria.

I would advise you not just create private GA, writing "Don't enter if you're not EU" and posting it on forums - a lot of bots will enter anyway plus there's also people who don't bother reading descriptions and support will no longer reroll for custom rules written in description.

The same happened to me with Anno 1404 (http://www.steamgifts.com/giveaway/1uYfA/dawn-of-discovery-gold). Support will tell you that is ok to make the GA with the US title.
