You can boot into bios and change the time there. You'll also want to replace the CMOS battery on the motherboard if it is not retaining the date and time you put. They are about 3 to 5 bucks for a new battery.

That issue might also occur if he keeps completely unplugging his computer when it's turned off. Happened to me a couple years back. I didn't have to change the battery though because it recharged itself after some 24 or 48 hours (can't remember exactly, google the instructions if you need them) of continuous on-state. After that, I never unplug my PC after shutdown anymore.

You just wanna change your time and date? Have you tried doing it in Bios?

Your other option is to format your C-drive and reinstall your Windows (hope your Steam folder is somewhere else). Or simply ask your brother for the password.
