Part 1
Q1 (1st step): there are 26 letters in the alphabet and there are 10 digits, but in the code that you have a few digits are missing and some of them couldn't be there.
Q2: Just thinking about things that changed their order over the centuries got me to the answer. (I undestood the water/fish part later)

Thanks, I'm stuck at part 2 though. I feel like I'm pointed in two different directions. If I may ask, is the encoded message even in English?
Edit: (I was thinking monoalphabetic substitution cipher and got a nonsensical match in Polish, but that's not it.)

Are you still asking about the 1st part? No, it's not French related. As I basically said in the hint, it's a writing system that uses all the 26 alphabet letters + a few digits, let's say 6.
If it's for the 2nd part, it's not related to any really spoken language. Actually, those aren't even letters.

I guessed the second question. Thanks to your prompt and a little thought, the answer was easily found.
To the first question, I thought the Vigenère code was used there (so I asked if he was not connected with the French).
One more clarifying question for decryption of the cipher for 1 question, do you need a key\keyword?

If' it's not related I may write it here - was thinking of zodiac signs or something related
Pisces is the 12th symbol, but is the second one(fully) in a solar year and as far as I know positions were adjusted since the time they were created. Furthermore it follows Aquarius which could be a far stretched allusion to the last line of the riddle
Overcomplicated and far stretched, but that's what came to my mind after reading the hint about things that change over centuries and could somehow match the riddle
There was also an astrological puzzle not so long ago, so I thought the current one might have been inspired by it

Small misunderstanding as I though that by "good findings" you just acknowledged that it's a valid way of interpreting the riddle despite how far stretched I thought some connections are.

Bump for "I'm lost as AF in the second part". I "translate" the symbols and find stuff related to what's mentioned in the itstoohard, but I don't know how they relate to each other or if I'm even doing the "translation" correctly in the first place. I must suck because it seems it's much easier to find out the solution there than in the first part.

Well, I managed to find that I was translating the symbols correctly. I see what the translated symbols have in common, which is the hint in the puzzle. But I still miss the crucial step to tie them together into a solution. At least I have some assurance that I'm not chasing a red herring, but I'm still stuck XD

IN CELEBRATORY PUZZLE - PART 1 Question 1
I just can't find to understand how to decipher the code. I see there is a pattern that the characters usually change by 4 positions, a strange repetition of the "IBRG" code at the beginning and the beginning and end of "HEWDC". Spent about 2 hours of pure time trying to find "writing system 26 alphabet letters some digits" some = 4-10 The only thing that I found similar is the German alphabet 26 letters + 4 for specific letters, but I don't understand how to decipher. I thought it was coded using the table 5 6 or 6 6, but again how to decipher (which corresponds to each combination). I searched for a cipher that uses multiple digits, but I couldn't find one.
If someone gives a hint in which direction to think, I would be very grateful. Excuse for troubling.

I use this guide from zelghadis as soon as I found the puzzle section in SG. Already tried all encryption methods on paulschou.com/tools/xlate/ and cryptii.com I went through all the encodings again. I carefully read the post again, analyzed pastebin, but alas, I did not find anything new.
Hopefully, after completing the distribution, you will provide a solution to your puzzle.

Previously, I did not pay attention to the result of the decryption conceived by you, but when I began to study the coding methods that you used, I immediately realized that this was the right way. Although I previously searched the Internet for coding, encryption that uses 26 letters and a few numbers, there was so much garbage in the results, but there was no needed one.
For more than an hour (with interruptions) I have been fighting on the second part. After some effort, I was able to decode characters. But I can't figure out where to enter the decoded result from "Celebratory puzzle - part 2" Based on your entry I understand they need to be entered somewhere.
On one site, URL, the decoded characters produced 3 different unrelated responses.
Please tell me which direction to look for where to use the decoded message.

I recently celebrated my 7th anniversary here on SG (well, on 19th May, so recently might be a stretch), and I'm at 99 games given away, so I thought it's time to make it a nice round 100. Oh, and I've recently got promoted at work, so there's that, too.
To celebrate these, I thought why not create a puzzle for you? 3 reasons to celebrate, 3 questions to be answered. Simple as that.

Solutions
Part 1
Q1: You had to use Base32 to text decoding to get some coordinates. If you plotted the them, you got a deer (see below picture). So the answer was a deer (all accepted solutions: deer, a deer, antler, antlers, an antler).
Hint in the description: dear (which sounds like deer).
Q2: It was a bit trickier, the solution was February. According to Wikipedia (and some other sites as well), February andh January was not part of the ancient Roman calendar, they were added later to the end of the calendar (in 713 BC) and later on January and February got moved to the beginning of the calendar (around 450 BC). So for a few centuries February was the last month and now it is second. The sentence about water and fish referred to Aquarius and Pisces, as beginning of February belongs to Aquarius, while the ned belongs to Pisces. The later added last sentence (sibling who is third = March) referred to Mars, as March was named after Mars (also the word 'martial' is coming from 'Mars'). The big family referred to the calendar (12 months).

Part 2
Q1: Those symbols are from Stargate SG-1 series, they are written in the Ancients' language. If you decoded them, you got these numbers: 849310 662353 905700. Those are the IDs of 3 DLCs: 849310, 662353, 905700. You only needed 1 name from each of them: Serpent, Horus and Seth. To connect them, you had to know that the symbols are from Stargate SG-1, and knowing that you could Google a jaffa joke presented by Teal'c. Unfortunately I could not find a DLC with the name Setesh in it, so I had to use Seth.
