For the past day and half I haven't been able to connect to the Steam servers (client opens and my friends list works fine) but the store and community tabs won't load. If I try in my browser I'm greeted with ("This webpage is not available. Google Chrome's connection attempt to steamcommunity.com was rejected. The website may be down, or your network may not be properly configured. Error code: ERR_CONNECTION_REFUSED")

Up until recently I had been connecting perfectly fine. This problem seemed to occur shortly after I had switched my computer's Ethernet from the router directly to the modem. I've tried switching it back to the router, rebooting the router/modem, using a different browsers, etc but nothing has worked so far. I noticed I've been able to connect to Steam on other devices such as my mobile though.

One thing suggested to me was that I may have been (mistakenly) blacklisted from Steam servers, but I'm not 100% sure. I've sent a ticket to Steam support but I don't dare imagine how long their reply might take. Does anyone have any knowledge of the suggested blacklisting, or any ideas on what else might be the cause? Or better yet a possible solution? Please and thank you in advance, and I apologize for the length.

you should have not been black listed for switching out a cable i can not speak for anything else you may have done but that would not be the sole reason but i am not even sure if they have that kind of black listing? as if your account was banned you would not be able to access it on other devices and that is the only black listing i know they do is banning

you may have by accident blocked in your router settings though usually that only happens when something is directly trying to connect to the net like saying running steam for the first time

if you can take a screen shot of the error and what it may look like

maybe for some reason your Anti Virus blocked access to it thinking it was a bad site

That's what I was thinking which is why I'm a little skeptical of it. I also noticed it occurred during or shortly after the schedule maintenance on Tuesday, July 29th. I've been able to connect to Steam, and sign in to my account on my mobile device with no problems at all.

I changed absolutely no router settings (never even accessed them) prior to encountering this problem. Usually if it's found to be a bad website Chrome will notify me, but that doesn't seem to be the problem.

This is the screenshot http://i.imgur.com/C4KLeph.png For the client, sometimes it gives an error with something along the lines of "Could not connect to Steam. The server may be down or you are not connected to the internet." But most of the time it just sits there trying to load to no avail.
