I gave a key to my friend from Germany and he have same issue.
Edit. Activation of games worked when logged in from Polish IP. Now he can play in Germany.

I've already got 11 out of 13 products in this bundle. I think 11$ for Manhunt and Midnight Club is pretty expensive since it is unlikelly that I will play it in few next years.

Look up Group Buys group on Steam. Currently there is at least 2 or 3 bundle split going on, you can get both games for like a buck each if they are not already taken.
