If you traded it to someone else, you no longer have any control over it. That means that you cannot activate it, unless you get another copy.

I think he means about the region lock thing.
If you are in RU/CIS and trade a RU/ROW version then yes you can activate it.
If you are not in RU/CIS then you can't activate RU.
