Honestly most of the times you're better off buying the background you want directly from the market.
Crafting badges to get them could rack up to be very, very expensive and you're not even guaranteed to get what you want.
It's not worth it.

Well, I mean.. it's like buying canned soda drinks. When you buy them, you're not buying the drink, you're buying the can. The soda itself is nowhere as valuable as the aluminum used to make the can is, but the part you're using is the soda, not the can.
Eitherway, most badges are ugly and soda is bad for you :P I personally don't care much about Steam XP, I just level up for a prettier profile sometimes.

I mean.. that's stupid expensive, so I totally get why you're tempted. You could be making some nice profit.
But it's more of a gamble than anything, you're not like, guaranteed to any profit. But if you have some spare cash, have nothing else you want to buy and really want to do it I'd say just go for it.

Once I crafted a badge to level 5+foil, and got the exact same background six times, even though the game had four different.
But then again, Steam's RNG really, really hates me.
