Regardless if the key is used or not. It will just say "you already own this game"

short answer: there is no way to check a key in steam without redeeming it, the only thing you can to is to try and activate it in your account provided you don't have the game

Give the winner one key, if he says it doesn't work, check his profile and if the game REALLY didn't activate on his account you should give him the other key.

I've known people who have done that in the past by emailing a list of keys to Steam Support asking them to verify the keys and let them know which ones were unused and working keys.
You must remember, though, that Steam Support is erratic and crazy. Sometimes they'll go out of their way to help, and sometimes they'll dismiss you straight away.
