UT 99 was extremely popular back then, when there was an epic battle between UT & Q3. IMO, to say that a multiplayer oriented game is currently underrated would not be right, as the life-span of a multiplayer-oriented game is naturally shorter than this of a single-player game. Moreover, this game will live the exact period of time the developers/publishers can make money from it. Thus a multiplayer-oriented game will attract as many people as it can so that they play this game as long as it lasts and afterwards this game will be left behind. But in any case, even left behind such games will take a special place in hearts of millions.
Otherwise we can list all epic multiplayer games that were successful some time ago but now nobody plays them (e.g., like Ultima online).
In 10 years we'll say that TF2 is underrated and nobody plays it (cause everyone moved to Half-Life online).
Thus we have two cases - when the game is left behind, considered as epic epicness for the time being.
And an underrated game, which was a chef d'oeuvre and praised by critics but was for some reason poorly sold/accepted by players.
In any case, "underrated" is a very specific term we can apply to those game we can still consider to be "relevant" to current gaming standards. But the way, the gaming industry is developing, I'd say most games will be left behind (thus forgotten) in some 20 years and very few will still be "relevant" and considered to be "underrated".

Erm, stalker under rated? Try over rated xD. Under rated games = Dreamcast, oh wait that's a console. Game wise I can only think of Star Ocean 2, because people think star ocean sucks due to number 5 -_- which it did suck.

But still it was nicely accepted in Europe and CIS countries and created a large cult following.
Underrated in the US - yes, otherwise - it's a famous game. There were lots of threads what's better - Morrowind or Gothic. That alone says a lot about Gothic series.

Alpha protocol, Dragon age 2 and Duke Nukem Forever from the newer games.
Alpha protocol is absolutely brilliant and more original and mature than anything that's come out. Dragon Age 2 is far better than the first game because it has an actual story and good writing to its characters. And the new Duke isn't worse than any other shooter from the recent years, it's actually the same old Duke like from the old days.

STALKER sure isn't underrated.

The first game alone sold several million copies. That really doesn't sound underrated to me.
RAGE is imo not as popular as it deserves to be. The story isn't the greatest, but the gameplay and the atmosphere really make it up.

Dungeons & Dragons: Dragonshard - awesome RTS/RPG hybrid, very underrated at the time.
Battle Realms - another awesome RTS that was overlooked because people stupidly thought it was just a warcraft 3 clone.
Kohan series - a great RTS series that most people seem to have never heard of.
Rising Kingdoms - another fun RTS that seems to have gone ignored for the most part.

If cs 1.6 can have the biggest fps playerbase today, then ut 2004 is underrated.

Actually there are still some quake 2 players, there would probably be more, but since there are sequels that came out (quake 3 and quake live), people play those. On the other hand, none of the ut games have a big playerbase today and they actually never had.

I still fire up UT 2004, from time to time, and it's still a lot of fun. Who says you can't play one FPS all your life? Newer =/= better. Look at all the old games that continue to be better than the latest stuff.
