Actually, it's an interesting idea. It encourages both public giveaways and giving away games which people want.

The more I think about it, the more I like it. Well done on coming up with this idea.

That would be really counterproductive. How many entries something has isn't an indication of how big a contribution it was, since only one of those entrants actually got anything out of it (indeed, more entries mean that the average entrant gets less out of it). And it has nothing to do with how much it cost; a Fortix could end up getting more entries than a AAA title. It would also encourage people to make giveaways that last for really long in order to get more entries. So it would incentivise all the wrong things.
