Well, SG admins like to do that. I've been suspended for "begging" (when even a monkey could see my comment was just me being sarcastic and joking). When I talked to SG support about this all I got was even more suspensions for "not activating a game I won" when I activated everything (not my fault giveaway maker gave away game that disappeared from my account after about 3 or 4 months because it was a freaking beta test pass). So yeah, SG admins sometimes are big arses. :]

I too once won a game and the GA creator gave me a beta access key.
Fun fact: the game only said "beta" on the popup that you get when you successfully enter a Steam key in your client. No other hint of beta limitations could be found after installing.
I asked support what to do, because I wasn't sure if the beta would turn into the full game (as the GA creator claimed).
Luckily for me, a mod already knew that the full game at the time could only be aquired as tradeable copies and all game keys were limited, so he advised me not to mark the GA as received.

honestly nowadays if you get scammed it's 99% time due to your own ignorance. on every gaming/trading related forum/website you have at least few "I GOT SCAMMED!!!" topics a day. Even if you're a newbie you still can read them. Heck - as a newbie I'd surely focus on them, realizing that as I'm new I'm more likely to make errors. If someone decides to ignore all such a threads thinking "what an idiot, I'm surely not one to ever get scammed" that's their own fault that when a scammer approach them they are not prepared and being played like a baby.

Basic idea behind phishing/scamming is not to invest god knows how much time into scamming just one person. It's to try to phish and scam as many as possible in as short time as possible. Ofc someone could put his l33t haxor skills into even hacking steam databases itself, spend months on searching for security flaws, gaining access just to eventually steal poor zelgh inventory, but I wouldn't actually call it profitable, while he could just make a phishing site, sent it to few hundren noobs, few tens of them will fall for it and he will grab much more revenue with much less time invested.

The basic idea is that i would not scam you so i would take your inventory or something like that.
If I'd do it, it would only be for the sole purpose of changing your username and writing a description about how credulous you are(would possibly be).
No intention of getting any profit out of it.

He's saying that anyone could potentially get scammed/phished, no matter how smart they are or how much they know about scamming. Of course, it's much harder to get scammed if you fit those criteria, but only because most large-scale scamming attempts go for the easy prey.
In fact, thinking that you're too smart to get scammed is more likely to make you vulnerable to being scammed, obviously not quite as vulnerable as someone who has no clue, but certainly more vulnerable than someone who is aware of their fallibility.
In general, victim blaming does no one any good. Yes, the victims, and potential victims, need and should be educated about these risks. But we're all potential victims. That's why we all have to be careful.

The alleged "hacker" the OP is calling out could very well be victim of impersonation/ account hijacking himself.
Besides, as far as we know he only invited him to a Dota tournament. Nothing proves he has ties with the person who gave the OP a phishing link.
Calling out might harm the reputation of a legit user while nothing proves he did anything wrong.

Usually you can see the link is wrong in some small places that can be hard to see such as: steamconmunity (the letter "n" here may makes you mistake it's the legit 1,but it's not), this website will send your login info straight to their designated point.

The callout was idiotic the first time, and doesn't need to be done again. As others have said, there is every chance the account of the "haxx0r" was itself hacked and, regardless, it is against the forum rules, and does nobody any good.
