People are free to do what they want with their giveaways. If they want to put restrictions, they will. If they want to make giveaways public, it's up to them. The site is supposed to be about giving gifts. Contribution is sort of like charity you can say. People contribute because they want to give something to the community without expecting anything else in return.

Giving games isn't the only way to contribute to the community. Plenty of people are active on here, but can't afford to create giveaways.

I just headbang on numpad when setting contributor value for giveaways, it's amazing how many times i managed to hit 0,01$ precisely

For people who say they dont have money for games: every single game I gave away got it for free from promotions or webpages.

Because the name of the site is SteamGifts . If everyone would put high contribution values than this site will be dead in a days matter .

Different people think differently. I know people who giveaway without requirements solely to try to reach those who can't afford anything at all, just as I've seen plenty $1000+ giveaways. Just do what you feel like, letting others do the same. I for instance just stick to small group/private giveaways, to give the people I want a chance at winning things. Even though the things I give are pretty small :P

If people want to make giveaways without contributor requirements they can do it. If they want to make them contributor only - they can do that too. It's how people choose to make their giveaways. If there was a contributor only giveaways in this site it would lose a lot of users because not everyone can buy games themselves and the games they have are gifts or won somewhere else. You shouldn't worry about things like that!

It got boring now that I can enter all contributor giveaways.

If every game on the site had a contribution requirement, I never would have started using the site and thus never would have started contributing and as such, there'd be one less person posting giveaways. I'm quite certain that would apply to quite a few people.

I usually set a 20$+ contribution limit so hopefully people will contribute a bit. You know, forwarding the relay baton.

The owner of the game can choose.
