Is there any way to filter out the list of giveaways (by levels)?

I use that https://www.steamgifts.com/giveaways/search?level_min=1&level_max=7 Change the minimum level and maximum level like you want

the search parameters as stated above
or there are a few scripts that have filter options so you don't have to use the search parameters all the time.
ESGST (has a filter among many other useful features) -or- SGV2 Filter (for just a simple filter by itself)

If you're wanting to filter out giveaways above your level, you can hide them in the settings.
