Why don't you just buy the game and hold it? You can request a new winner in a few days.

After re-reading your post and the comments it sounds as though this isn't an option due to changes on Steam. I guess I would contact him, letting him know the situation. Let him know that there is a deadline, take screenshots of your attempts to contact him. If he misses the window then maybe you can get the giveaway cancelled/deleted instead.

If you keep making giveaways using Steam, it might (not) help to put in the topic that the winner will have to accept your friend request as soon as possible so you can deliver it as a Gift (or you can't send it at all without bankrupting yourself)
just fail the purchase and it will give you 3 extra days to deliver.
checkout as normal and choose to send it to anyone on your friends list.
at the purchase page, just change it to any website and wait a few seconds and then click back.
try buying it again and it should say it failed
then go to https://help.steampowered.com/en/wizard/HelpWithPurchase and you should have 3 extra days to buy it as a Saved Cart
(that's the best you can hope for if they won't accept before the sale ends)

Attempt to Purchase a game as normal
(to yourself or to a friend. it doesn't matter which but it's easier to see the message when you try gifting it to someone on your Friend list)
Instead of confirming the purchase of the game, just change the website (it doesn't matter what it is as long as it's not Steam, probably.)
Wait a second or two so it loses 'details' of the purchase
Click back to the Purchase page.
Attempt to buy it again and it should say it failed
Go to Support -> Purchases from the top of the Steam website. The game should have a Cart icon indicating a Saved Purchase
I would just try it once so you get the idea of it in case you really want to save a game's discount later.

It sounds as if you need to do this from a web browser.. How do you know whether or not it "loses details of the purchase?" When you say "click back," do you mean start over from the Steam store page, or click the "back" button on your browser?

I've only ever tried buying through a browser. I don't know if it will work on a phone, but it would be interesting to hear if it does. I am just guessing it "loses" the details since it somehow fails to purchase if you try again which is how I found this out. It was just a vague explanation to describe it without knowing. It probably remembers it as a session and it times out if you change the site on the purchase page, but I've never invested much into how websites function.
I meant click Back so you go directly back to the last Steam page (which should be the Purchase page, but it will bring you back to the "Select a friend to receive your gift." page where you can click Continue and then it will say it failed).
"There seems to have been an error initializing or updating your transaction. Please wait a minute and try again or contact support for assistance."
If you went all the way back to the Steam Store page, I imagine it would start over as a new purchase and wouldn't fail because it didn't lose the session.
You never have to click Purchase or check the box that you agree to the terms, so you never make a purchase; it just becomes a Saved Cart purchase for later if you want.
edit: if you really want, I can take screenshots if it makes it easier, but I hope it's clear now. I also realize that sometimes it's hard to understand what people mean but I was hoping click back made more sense instead of being though of as start over :(

The new gifting system is a b*tch for steamgifts. Unfortunately for you, when a user wins here, he has a week to activate it.
I assume you are talking about AXYOS. The game doesn't seem to be on sale on any other site atm (I think).
What you could do if he doesn't reply in time is buy it on the gray market. It's €0.79 on kinguin. I don't support the gray market. but I can't say I haven't gotten a game there before either :P

Yeah, maybe the rules for rerolling should evolve to adapt to the new gifting system.
1 week basically prevents anyone from reliably using most Steam sales, it should be made shorter for Steam gifts.

there are some sales that are pretty safe to GA since they last longer then a week, but the majority of the good deals won't be like that.
you can check this sale page and sort them by "Ends in" to find some that last 10+ days.

Well, that and refuse to let the new "10% price difference" rule give me any headaches when I know a lot of the potential winners are in lower-priced regions. Disappointment for whoever thought they got lucky, frustration for me as I'd be requesting a lot of rerolls, frustration for support (I imagine they roll their eyes a bit faster every time they re-roll the same GA) etc. Just not worth the hassle.

I attempted to give away AXYOS earlier, however, the winner was in Korea and was unable to receive the gift making it so that I had to give a poor moderator a headache as I attempted to get into contact with the winner so I could confirm permission to delete the giveaway. Now here I am trying again with region restrictions, however, this happens. I'm not having any luck at all with this game :/

The difference between scalloped potatoes and potatoes au gratin is that potatoes au gratin usually has a topping of shredded cheese or bread crumbs whilst scalloped potatoes have not topping but, rather, have the actual sauce on them browned.

Scalloped potatoes are called as such because of the manner in which they are cut (scalloped). Scalloped potatoes are usually placed in a deep dish, drowned in sauce, and baked. The exact recipe for the sauce is variable, although it is usually a "white" or cream sauce.
Au Gratin, on the other hand, is so-named because of the cheesy crust (gratin) included in the recipe. Different recipes call for cheese in various forms (sometimes incorporated into the sauce), but all of the ones with which I am familiar use cheese in the topping/crust of the dish.

A gratin is a browned crust that tops a dish (usually made by browning eggs, cheese, or breadcrumbs). A "scalloped" dish is one where the key ingredient is sliced and layered within a cream sauce- as such, "scalloped potatoes" refers to the method of preparation for the base dish, while potatoes au gratin [French for potatoes with gratin] refers to the same dish when it is topped with a gratin.

That game has been bundled to death last year and it is piss easy to find keys for it on the grey and black market for like a dollar, or just a trader over SteamTrades (although people there like to be greedier than the healthy amount, so prepare to haggle a bit).

Thank you for all of your help, suggestions and potato preferences everyone, I'm glad that the community on this site is friendly and active or else I would be lost right now.
Despite sending him messages and friend requests in every way possible, I haven't been able to get a response out of him and so, using all of your suggestions, I've come up with a few solutions:
1- If he doesn't contact me before the sale ends then, within the next 3 days, i'll send him the gift using the preserved sale price from my saved cart.
2- I may, despite not wanting a copy for myself, buy the 4-pack for the game as i'll get three copies of the game in my inventory which I can also giveaway.
3- I may be able to find a High-Rep trader willing to trade the gift copy for a game key if I can get them to understand the situation I'm in right now.
4-He won't respond within 7 days and I'll file a report with steam support to get the giveaway deleted
5- I'll suck it up and pay full price for the game

I've got a problem. Yesterday, I found a game on sale for cheap on steam and created a giveaway for it. My intention was to have the winner add me and I would buy it then and send it to them, however, the winner won't get back to me. I've emailed him, sent him a thousand friend requests so I can send him the gift and I even emailed him from the email provided on his profile. The problem is that the sale for the game ends on June 6th which means if he doesn't contact me in that period of time I'll end up paying full price for the game and since I created this giveaway just yesterday (It was just a quick 1 hour giveaway) I can't apply to re-roll the winner (Of course, I'd have to get the winner's consent to re-roll in the first place which appears to be unlikely atm as I can't get into contact with them).
