I think you can't open a giveaway with a region locked game.

Is it key or gift? RU keys for DS1 are region locked, but I think gift copies bought in Russia should be possible to activate in other countries.

So why should s/he not be allowed to? It's private. It's limiting the target group as if using contributor value or group thing, isn't it?
