At first, I wanted to say that's because sg help pages are so poor. They really are, both faq and guidelines are far from good.
But then I remembered ASF... with exhaustive documentation in wiki... translated to multiple languages... and still dozen of users per week came to steam group and discord with dumb questions.
So, probably, documentation won't help. We need comic strips with superheroes, that will by the way explain how the site operates. That should do the trick, right?

Don't feel bad if you get lots of negative responses. People are just very tired of this question. "Leveling up" really isn't the point here. You can easily end up spending more money giving away games than you would have spent just buying the games that you would like to win. That is, providing that the games you give away are good games that people want to play and not trash and that the games you enter to win are ones that you actually want to play.
