Bright side for you, co-op turn-based games are fairly rare, unless you include strategy games.

Rather than having us check your library, you might want to filter out your Steam library using the new library filters. Local Co-op is an available filter, after all. After doing that, screen shot the filtered library results, clip the screenshot to the game list, and then post that. Should make it easier for us to give you recommendations at a glance (as we can't filter your library on our end).
Also, Screencheat is, I believe, exclusively PvP/Team PvP, unless you're including playing with bots. So are you asking for local co-op or local multiplayer (both co-op and competitive)? Or are you okay with even games which have co-op as an afterthought?

The Trine games are by far my highest recommendation.
Behemoth games (Castle Crashers, Battleblock Theater and, by all accounts, their two newer games as well) are good fun as well.
Ibb & Obb is fairly good fun, if you don't mind trickier (and thereby, more prone to triggering those who are easily frustrated) mechanics. The challenge areas are effectively impossible, however, so I don't recommend the game to any who insist on 100% completion of side content.
The Left 4 Dead games also feature split-screen local co-op. They've some underdeveloped aspects, they're dated, and they're balanced primarily around a full party of 4 players, but they're still rather decent fun in two-player co-op. The game also has some workshop cosmetics that can be fun to mod in.

Brothers - A Tale of Two Sons is a single player but technically it can be played as 2 locally with each of you controlling 1 character.
Trine 1 and 2 can be played locally co-op without controller if your friend can bring an extra kb + m to plug in via usb.

It's real time, more about puzzles than action with a story told through actions rather than words. You can check a youtube video to see if you are going to like it.

In Brothers you simultaneously control two characters in single player. Multiplayer is possible by simply splitting the controls between two players [so that each player controls one of the two characters]. As I understand it, the controls are WASD + Space and Arrow keys + R-CTRL. The game has diagonal movement, which is why it recommends the use of a controller, but it works with keyboard as well. Of course, if you're intending single player, a controller is highly recommended, as the (left joystick + left trigger / right joystick + right trigger) is far more natural than attempting to control the two characters at once on a keyboard is much clumsier. For co-op, keyboard should play fine, if you don't mind a bit of mild unresponsiveness to the controls.
Castle Crashers is a blast (though the studio is known for its potty humor, so be aware of that, if poop and fart jokes are a massive turn-off for you), though the way the graphics are presented were a major turn-off for several of my friends, to the point where they rapidly refused to continue playing. May be best to run that one (via gameplay videos) by your partner beforehand.
If you do consider the Trine series, note that Trine 3 has the simplest mechanics of the series [due to stripping out the special class powers present in the other hames], so one possible playthrough order is 3->1->2->4, if you want to play in progression of expanding gameplay features. This approach generally helps avoid the disappointment many felt towards 3, when they encountered it by playing in release order. Story elements in the series are pretty forgettable/ignorable, as well, so there's not much lost to any but the most dedicated of fans of linear narrative progression.

I played Brothers with a friend on one keyboard, luckily we did not finish it and later I played it by myself with a controller. (Don't want to spoil it but if you care for the experience; you have to play it by yourself with the vibration on). You'd have fun if you played it with a friend but you'll be missing something essential in the game.

RC Cars can be played from the same keyboard. Super fun game.
Apart from that I don't know any steam games, but I recommend you emulators because the buttons can be bind any way you want. PS1, N64 snes, nes or any other older system runs even on low laptops and the romsets are easy to find.
I can also recommend you MUGEN builds if you like fighting games, there are tons of them out there.

It really frustrates me that they still are refusing to add in online co-op [and remote play currently only works with some of my friends, not all of them], but the series is still one of the absolute best for local platforming/puzzling. I especially appreciate the fact that you can wail on your partner any time they mess up. >.>
:cough: The mini-games [eg, pod racing] are usually pretty fun as well. ^.^

Future Cop: LAPD is an old one that me and my brother used to play on single keyboard back in the day.
Another one is Serious Sam, which can be played split screen with one keyboard, however it will be quite hard as the game requires speed.
Other than that, I would definitely recommend getting at least one controller that would be a game changer.

Crypt of the Necrodancer is a blast in co-op! It supports two players on one keyboard, as well as more esoteric options like controllers and dance-pads.

Worms Ultimate Mayhem (Turnbased but first thing that came to mind)
Blazblue, if you want to try fighting games. (Go Central Fiction/Chronophantasma for casual vs, or start from the first if you want the story)
Resident Evil revelations 2, I played it with steam remoteplay and was pretty good

If you want multiplayer games in which you can have 1 player play with a keyboard and other player play with a mouse (I personally don't like having the keyboard having 4 hands on it), then I do know a few.
There's a bullet hell called "Bullet Heaven 2" (which I think is pretty good), another bullet hell called "Jamestown"(there's also newer released called "Jametown+", which probably has more content, but I didn't play it so I don't know) and there's also "Timberman" (which isn't co-op unlike the first 2, but at least it only costs a single dollar).

I'm on a quest to find suitable games to play in a laptop with just another player and a mouse. Considering the restrictions, I'm open to most of the genres (unluckily turn-based games aren't our favourites), and low budget purchases. Of course feel free to check my games on Steam, I also have almost any Epic Games free games and Twitch prime loot. I have some ideas already, like Never alone, Screencheat or Crawl, but only Crawl is playable without controller if I recall correctly. Also, I do have a controller, but I'm pretty sure it won't work. Thank you for any advice! :D
